I opened a topic on this in generla questions, but no one is answering. Hope this is allowed here.
In the Croatian Second Division, the transfer window goes from 18/06 to 31/08, without any transfer window in the (very long) winter break. In the first division, however, in addition to this transfer window, ther is also one from 01/01 to 31/01.
If other teams in your division could sign players and you could not I could see why it would ruin the game, but if things are as you say it's the very same conditions for everyone...
It just makes you buy/sell more smartly during your only transfer window.

From my brief researches on the web, it looks like a bug, there should be two transfer windows in the leagues.
Stick it on the bug forum and someone at SI will sort it.
