I was offered the Malta job when the current incumbent retired
Had my only decent player sent off after 11 minutes away at Slovenia and proceeded to hack my way to a deserved 3-0 defeat
France up next. 6-0 not a shot on target and 54% possession.

I got the Malta job and had very few positive results. Beating Andorra was one of the few really good results that was possible.
I left for the England U-19 job later.

how did you get the England U19 job? they offer it to you or did you apply for it?

Bit sad though, all my decent players retired, the ones with both Dutch and Surinam nationality arent with us anymore in the year 2008. And the replacements are utter crap. So qualifing is going to be quite hard, especially since there arent any Surinam keepers anymore. Maybe this could be improved, the international management. Being able organising your own friendlies was great, but international management has more potential, and Lower League management could well be an option in the future.

I'd imagine that the possibility will be there regardless of how many leagues you run. It's just that you'd have to wait for their starting manager to either quit (could take a while) or get sacked (also likely to take a while).
The bigger the database you start with, the more players of that obscure country should be loaded from the start.

Well Libya is available in my game. I run the Dutch Leagues, the Australian league and the MLS with a big database and Libya tagged as an additional country
