(pseudo)Norwegian-bloke... this link takes you to the history of Berwick Rangers and why they play in the Scottish League.
There's no promotion to the Scottish League as the Teams there are the "Senior" football Teams in Scotland. They are only replaced or augmented as and when Teams fold or the Leagues are restructured.

there is some rule that if a team comes bottom 3 seasons in a row they can be voted out of the league or something to that effect
