well Telgers, a lower league team has a lower reputation than for example Celtic or Rangers, so your assistent manager isn't suggesting the best available players to you but rather players that are willing to play for a club like Gretna.

When you take over a team, even in Scots Division 2, the reputation of the team and the manager are set by the game to a default.
As a result the Scouts look at players that are likely to sign for Teams and Managers of your current reputation, this can be a bit of a bástárd when you go up the Leagues quicker than the game expects.
One thing you may not be looking at, though. Scouts know what they're doing. If they recommend a guy at **** or ***** then he's perfectly capable of winning the league you're in.

The amount of transfer funds you have has nothing to do with how well you can attract players.
First of all, there is your own managerial reputation. If it's obscure or you otherwise don't have a lot of experience, then players will be less likely to sign with you. Just like players will be more likely to sign with certain managers that have been knighted as opposed to some unknown bloke that runs a crap club.
They will also consider the club's reputation, its quality of facilities, the amount of competition for positions among the players, and other factors. These are all intentional features of the game.
I don't mean to be rude, but why is it that we constantly see questions from people that can't simply accept the realism and difficulty of the game? They want to ask everyone else for assistance in overcoming the obstacles that are programmed into the game for good reason. It's not supposed to be easy to take a smaller club up through the ranks. It's not easy for smaller clubs to sign quality players in real life, no matter what their transfer funds may be. So why should there be ways to work around that same difficulty in the game?
I'm near the end of my third season in my current saved game, and I have mostly stuck with the same squad I've had since the beginning, because it's been very difficult to attract quality players that are worth signing. So I just live with it. I found a way to use the squad I have, with the addition of a few players that were actually good and that I could sign over the three years, and now I'm on the verge of promotion playoffs or maybe even the league championship.
I still cannot sign most of the players that my scouts recommend, because I have wage restrictions and most of them simply are not interested. I see players turn down my club and sign for less successful teams all the time, even for less money than I could have offered. That's just how it goes in the lower leagues.

One of the joys of LLM is finding hidden talent and bringing on youngsters (and maybe reviving the career of the odd has-been if you're lucky).
All the decent players in my current squad started off as 'hopeless looking' raw teenagers and this is the best hope you have of getting decent players... until some bigger club poaches them of course. It's a bit of a lottery, but until your reputation and facilities grow that's the best you can hope for.

That's a matter of wages and not transfer funds. You can have a lot of money, as I do in my current saved game, but the wage structure can still be restricted to levels that don't interest potential players.
I have experienced in my own saved games that players will suddenly be interested in your club as soon as you can offer more wages. Some of them want more money than what they're really worth, especially if they're happy with their current clubs. But as soon as you can offer a fair bit more than you could previously, the same player will sometimes switch from no interest at all to a willingness to sign.
So, yes, money talks, but the question is how much money will it take to persuade the player? This may have something to do with your difficulty in attracting players. Your wage structure still may not be high enough to sway certain players.
Another factor could be your success. If you have already been winning cups and competitions with the players you have, other players may feel that they cannot consistently crack the first team, even if you offer them such a role. They may see your existing players as very good, so there would be too much competition for positions and roles.
But I agree with Cosmo. If you're already winning, then what are you worried about?
