Of course you can. You can choose the national team you want to manage when you're starting a new game, or you can apply for a managerial position in an ongoing game once the previous manager is fired or has resigned.
what the original poster means here is training, and not managing, at least that is what i think.
regarding the issue, you can appoint coaches for your nationl team but you can't set training. what i feel is that they are put on general schedules. but i don't think it makes much sense giving customised training at international level, i am talking about the game here and not real life. in the game attributes increase over a period of training, close to 1 year. but the national team stays together for only 5-6 days otehr than doing tournaments that is for a month,. in this time you can't improve attriburtes much, you can just maintain them. for this the default training is good enough.
although i have a feeling that even during those stints the club level training schedule is implemented in the game.
this might sound stupid, but when i start a new game, and i follow the wizard i only get an option to train a team from the premiere devision. do i have to select something from advanced options ?
That option is there i think. Don't use the wizard. Go to advanced, there you will get an option to manage a national team i think, although i have never started a game as national team manager, so not really sure.
I dont use wizard. But in advanced there is an option where you can select the league you want to manage in and one of them says nations and then you get a list of nations you can manage. Its also best to load all players from the nation you want to manage.
