If it is possible then I would like to see that all teams should be able to have the chance to sign the amount of staff as the big clubs. I've taken a club from the lowest division to the CL but still only get to have only 3 scouts and 2 physios etc etc and when i wanna sign more the board tells i can't get them

No you cant. Usually it only allows 1 more then they say. But if you have a lot of money then they will let you go a lot more over it like in your example.

Well i'm King's Lynn and have hardly any money and yet they do it so i guess it just depends on how lenient your board are then.

Anywho, as far as I am aware, the richer you are, the more coaches, scouts, etc. you can have. If you are rich, and still not allowed more than a few of each, you may want to try hiring more anyway. If you are really rich, they won't mind. If you're not, you may need more money. You might want to check that you're not in debt.
