Alright people could anyone tell me if theres a hearts skin for football manager 2007 if not could someone give me a link to tell me how to make one cheers!

No, There isnt a Hearts skin. And doubt if their will be one till ages.

Making one is verry complicated, and you need the right programs and skills, you cant explain to someone on the internet about making a skin...
