is it possible , with the help of the editor, to bring to life small nations like haiti, puerto rico and others and make them manageable in the beginning..also, would the game create regens for those small nations if i make them" important " in the game editor?

In order for a national side to be playable, it must have at least 40 players in the database. I'm not sure about the regens (it didn't work for me when I did similarly for Liechtenstein), but you could try it, go on holiday, have it play for a few years, and see.
