A target striker is generally a tall man up front with loads of strength that you can wack the ball up field to and hope he can get on the end of it, Luca Toni is a good example of a target man. Fast striker is basically just a quick powerful striker. Fast stikers will generally be the natural partner for a target man, hoping to get on the end of any flick ons.
There is an option to set a target man yes, you tick 'Use Target Man' on team instructions then set the player(s) you wish to be target man/men. You can then change your outfield players cross aim etc to 'target man' and he will be the guy they try and find with long balls (he is their usual target for passes = target man). Fast striker there is not really a setting for, but I often give these players forward runs often as they are quick and have a good chance of springing the offside traps if they time their runs right.
