Depends on what team you are, what you're trying to get from them, how much he will cost you and what other players you have in his position...

just to add to that,he`s the first choice MC for France for the past 3 seasons.Im in 2013 now btw.

He's solid. If you're a club who's challenging for say a UEFA Cup spot then he'll be excellent for you. Will put in good performances and will get you the odd screamer every now and then. Pretty good defensively too.
If you're a major title contender and hunting CL glory, then too he can be a very useful squad player. But he wont be a starter in this case.
