If a player is aged under 24, then the club the player is leaving from on a Bosman is entitled to a fee IF that club has offered him a deal equal to or better than his current one.
That fee is decided by a tribunal.

If the club hasn't, it is a free.

Thanks lads! The Bosman thing puzzled me for a until I got past the name and realized it was simple free agency which has been a staple of pro sports in NA for decades (thanks for the link and other tips on that- wait tipping! ). I guess I was also thrown off by the (relatively) late date of the decision. I didn't realize European football did not have any kind of free agency until the mid 1980s!
