The ref only has to keep play going if there is a penalty. I have seen refs call full time when the team trailing had a corner which could draw them the game.

There was a World Cup match in the early 70's where the referee blew for time as the ball was in the air and going in before the shot reached the goal line. I can't remember the teams involved but I believe the ref was Jack Taylor.
When time is up, time is up no matter where the ball is with the exception of a last second penalty. If a direct free kick is given the whistle should go as soon as the ball is struck if time has expired.

I also remember David Platt scoring a killer overhead kick when he played in Italy. The only problem was, the ref blew for half-time as his boot connected with the ball, so it was ruled out.

Back to the OP's comment reference the final whistle being blown before a corner is taken this happens IRL too. On boxing day the ref blew the final whistle as we were preparing to take a corner with the game at 1-1 (Colchester v Southampton BTW)
I've not noticed this happening too frequently in the game so can only summise that SI have got this one right.
