The first thing to remember is that the scale "1-20" is pretty arbitrary: a player with "Pace" of 20 is obviously
not 20 times faster than a player with a "Pace" of 1.
As MV has already told you, "20" does not equal "100%".
However, "20" does mean "Has a slightly better chance of succeeding than '19', and has a significantly better chance of succeeding than '1'."
As MV has already told you, other factors play into each item. "Decisions" tends to be very important - your player has to decide to take the best option available to him. "Technique" tends to be very important - your player has to be able to execute what he's trying to do.
For these reasons, I
don't pick my highest Penalty Kick taker for my pk's, my highest Free Kick taker for my fk's, or my highest Influence player for my captain.
Instead, for PK's I look at Penalties, Composure, Technique, and Finishing, altogether.
For FK's, assuming you want somebody who can strike 25-yarders with aplomb, I look for Free Kicks, Long Shots, and Technique.
Alternately, you might want a distributor of the ball: Free Kicks, Creativity, Passing, Decisions might deliver you more goals by placing it to his teammates than simply striking it on goal all the time.
For Captain, its not just Influence, but also experience, time with club, language, Teamwork, Composure, Work Rate, and Determination.
Finally, look to see what PPM's players have - those often help (or hurt) depending on what you're trying to get done.

Neither does "1" equal "0%" - I've seen players with Finishing of 1 score, and players with Long Shots of 4 score from outside the box - you have to remember, they're all professionals, so they have some minimum skill in every aspect of the game.)
