In some cases I have found this to be true.
However you must make a distinction between the 'attacking' and defensive formations - which are not apprent from the positions on the screen - it is all about the sliders settings the ai uses.
For instance the defensive 442 the AI almost always uses against high level ability teams inthe EPL is almost always the version with the two small winged farrows. Once you get to recognise this you can think of unique ways to counter it.
You can extend this thinking to the 424 and all the other formations the AI generally employs. TI looked at the effectiveness of my formations agains the ai here, if its of any use:
