It's no use having a squad full of star players without a decent way for them to play their football.

Default Good stats at each level?

I remember in past FMs attribute levels of 15 were generally considred good for the premier league

If I remeber correctly:
11 was good for the championship, 8 was good for league one.

for league 2 I don't remember

Does this generally hold true for this version?

The difference is that when playing in for instance the premier league, you can't afford having players that are only good in some stats, at least not when playing for top spots.
Your players need to be all around with minimum weaknesses.

When playing in league 2/1, you can have players specialized in different things. You attacker don't neccesarily needs to a good dribbler when being fast, or having good creativity, you can simply focus on their on good thing, in this case his speed, because the lower rating of the opp. defence and their goalkeeper.
