I just ordered FM '06 (was having far too much fun with a certain MMORPG before to buy FM. That nasty infection has now cleared up), and I was just wondering. Everyone (including me, quietly) was moaning last year about the financial structure, where a LLM would find himself in the Premiership with a £20million bank balance, but only a pint of lager to offer as a transfer fee and the occasional packet of crisps for wages. Has that been sorted? Or do I still have to go to a "proper" Premiership club if I want "proper" Priemiership wages?
Will tell you when(if) I get there. Though I have to say that my wage budget is increasing quite sensibly as I progress through the divisions. The advantage in 06 is that you can trade some of your transfer budget for a higher wage budget.
In the Portuguese Super League (or whatever it's called), my wage budget is also 60k.
Which is a bit pointless, since if I spent it all, the team would go broke very quickly.
But still, it's there if I want it.

Same here with my current save with Stockport: team is in Prem, wage budget is 180/ p/w, but if I even get close to that the team will be bust in 6 months. But to the OP, yeah it seems to be sensible so far in terms of what I've been given for transfer and wage budgets.
the only improvements left to the game really now though are updating league rules,fixes and improving media type things talking to fans building stadiums overall more interaction with media and fans
