I had a few in '07. Steven McClaren (no, not that one) was a world beater in the end for Shefield Wednesday and came through their ranks. In This version, I have been managing AFC Telford and have had one 'best of generation' and he is certainly living up to it so far, shame the rest of the team aren't I've also had a couple of players come through for AFC Telford who have become squad players. These players came through while in the Championship.

Never. I must have played in excess of 200 season in top clubs, across FM05-FM08. And I've never, ever had a world class player generate from my youth (Original Arsenal players excluded obviously)

I got to admit I played FM07 to 2040 and didn't get any.... I got a decent premiership player once called Craig Dodd, as Tottenham but he was no world beater, made my bench for CC games....best player I ever had

FM 07, playing as spurs, I tried for the first time to develope some youth players.
I succeeded but it was a lot of effort. Got a midfielder and a striker up to international standard after 3 or 4 seasons.
I think the most important thing is to play them in the firt team regularily as early as you can stomach it... they wont deserve to but you gotta do what you gotta do.

I agree 100% about giving them exposure to the First team. It's the only way they'll fully develop. If you leave them languishing in your reserves, then they'll stagnate and end up being carp.
If I've got a few on the verge of the first team, then I'll let them all play in the League Cup. Of if I've got nothing to play for at the end of the season I'll give them a couple of league games.

| I agree with giving them first team football but reserve team football is also beneficial up to about 20.
But I think the issue the OP has is that he never really got any players with the PA that would enable them to develop which as others have mentioned is down to reputation and facilities, and beyond this just the luck of the draw. I've picked up world beaters in FM 07 from teams in crap leagues with crap facilities usually from inactive leagues (Romania and Czech Republic were goldmines on a particular 07 save I had).

this is what i do with youths,
age 16- give them a great class tutor.
age 17 - give him few cup games and use as sub
age 18 to 19 -loan them out to championship side (if premiership club from any league wants him send it) but u must check the facilities to meet his standards
age 20 - see if he fits into ur squad as rotation.
works wonders, if a kid is labelled wonderkid i suggest you keep him as a squad player IF u have space.
worked wonders for me, produced few wonderkids that turned class ;=) alot of fun
