I take it to believe it's the overall goal difference of all the matches played by the three teams. I'm sure that's what was being said as well when Liverpool were in this situation earlier.

B only refers to the matches played between the teams that are equal on points. The matches played against the fourth placed team do not count at all until section D comes into play.
