When you load up a new game, where it lets you choose the leagues there should be some options under there saying whether you want to retain players from a certain nation(s), choose British Virgin Islands from that list.

Even if you do choose it, there might be a slight possibility that you might not be able to manage them as iirc you need at least 500 players with there nationality in the database

It's 50-100, not 500.
