in my game in WBA and he plays for man city, playing every game until the end of the season, when the new season comes 08/09 they release him, i make him a contract offer, he accepts.

but he wont get a work permit? not even on appeal?

I had this too when I tried to sign him. I thought it would be maybe because he hadn't played enough games for his national team.

However, on his personal section it says he has played enough days in Spain to gain nationality, which I presume is why Man City were allowed to sign him in real life.

Probably a bug in the game. Report it.

so why cant we sign him then? I mean he has just played a year for man city, yet i cant even sign him but bloody Getafe can because i cant!

Because he plays a year for Man City doesn't mean he will be able to get a work permit for a new contract. (Someone was talking about Michael Noone at Millwall not being able to get one after 3 years of playing). Work permits are something to do with playing a certain percentage of competitive games for your country in the last "x" amount of years, I can't remember.

One thing I did notice after looking again, it say he is "considering citizenship" in Spain. Does this mean that Geovanni is considering the citizenship, or the Spanish government? Maybe that is the reason why he can't sign.

He can sign for Getafe because you don't need a work permit to play in spain.
