Well, I did the usual stuff, sending non-EU youths on loan to belgian clubs to gain citizenship. But in all my games , only 1 or 2 decided to become citizens while the rest is still considering citizenships even though they have more than twice the number of days to to qualify for an EU passport. Any explainations?

They are already in my team but they take up my 4 non-eu slots which I could use.
