Actually, Cisco Roma is quite a big club for LLM standards. I had considered managing the club in a new saved game, but once I saw the stadium capacity, the reputation, and gleaned that it probably had considerable finances, I concluded that it would be too easy.

There's no rule that you have to use all of the transfer money given to you. There's also no guarantee that anyone will sign for you even if you have the funds, which I've been finding out in my game in France.
I don't see why people feel the need to make the game as hard as possible. Think of Frank as a club's chairman coming in with your first job offer. Would you turn it down then?

Well I carried on with the game and am now in February, unbeaten and walking the league. I might carry on playing but I doubt if I will bother reporting the game unless it suddenly becomes more interesting.
One thing I have noticed is that it seems easy to work out who your potential stars are. I have two players, one who was at the club from the start and the other found by my scouts on a freebie. Both have been attracting non-stop co-ownership bids. Spoils the game a bit as I have other youngsters who look as good to my eye but have attracted no bids.

I think the real chalenge will come when you reach Serie B...
Just as Taranto, that is also in C2/C, and is trash, but owns a squad forfigthing in Serie B.
AI is realy dumb sometimes!

Ignoring Frank not only once, but twice? You should not tempt the LLM fates like that!

Lol, I did not ignore Frank twice. I picked them the first time myself as I fancied making them Rome's number one team. When I thought that the gane was going to be too easy, that's when I consulted Frank. And he picked the same team!
Anyway, I have continued with game and have walked the league. Promoted, 30 points above the second club with about four games left. Also about to make the Serie C cup final.
I may carry on as I am way over my wage budget and am leaking 150K a month, so next season may get interesting as I sell my best players to balance the books.
Just got offered a new 3 year contract and they have reduced my wages from $475 to £300, the ungrateful ********.

Well, I am now in season 4 in Serie A - three straight promotions. The game is too easy. But its not just a problem with Cisco I think.
I believe there are two problems with the Italian League.
1. Co-ownership. If you have a good youngster then the co-ownership offers come rolling in. In the end I gave up turning them down and accepted a couple, making £2 million or so. When the co-ownership decision came up ayear later I bid zero and so did the other clubs so I retain the player. I have since kept doing this during the rest of the game and have made millions, but have yet to lose one player as the other club always seems to bid zero.
2. Regens. My scouts appeared to keep coming up with loads of great young unnatached players at the start of each season. In the end, I stopped playing this as a LLM game and downloadeed FM Scout to check something out. At the start of my fourth season there are 817 players aged between 15 and 16 with a PA of 150+. It only goes up to 890 if you look at players aged 20 and younger.
I apologise for using the Scout tool, but I felt there was someting a bit strange with this game and I think I am right, there are far too many good young regens floating about in the Italian League.

Not good Steve
If you use editors, you do, but this is not the forum...
Start another game (LLM please) and pick Rieti. That will be a chalenge... They are the worse team in the lower division at Italy.
My personal advice

I further suggest that the save be reported in the bugs form for SI to have look at balancing issues.
