The general LLM rule is that you may scout your borders or scout where you can tour. So, since the United States border Mexico, then you would be allowed to scout there. Or you could check to see where you could set up a friendly tour and scout those countries. Maybe that would open you up to various countries in the Central America.
I'm pretty sure advice re: which leagues to load would be ok Having said that, I don't have any. Just load whichever leagues you fancy managing in up to the limit of what your computer can handle.
As for scouting there were a few rumblings that it was possible to tour unrealistic places in '06 and scouting those places would be 'pushing it.' I haven't yet tried yet as my '06 game has only involved scouting the country I'm in at this stage. 'Scout your borders' for Mexico is a little too liberal, IMO, for Mexico. I would consider it unrealistic to send scouts from a lower league club in Mexico to Washington state for example.
Just try to do whatever you consider realistic for the size of the club you are in.
Cruz Azul is a pretty major club, to be honest. Unless there is more than one Cruz Azul in Mexico.
Anyway, as for your question, it's not even so much a "scout your borders" issue as do you think your club, with its finances, can afford scouting trips to the USA? If yes, then it's acceptable, if not then it's probably not realistic. LLM is all about realism, not "rules."

Actually it looks as though Mexico have a Premier division and division A, so yes, it is the lowest playable division and thus perfectly acceptable.
Scondly, it has always been considered as acceptable for LLaMas to manage in countries where there is only one playable league. This would not, of course, include higher reputaion countries.
A number of us have tried the single leagues of Hong King, India, Singapore etc.
