My understanding is that it's acceptable to check the player stats tables for your league, to see the leaders in goals, assists, etc. I've done this in the past, but I've also asked my scouts to assess any players that interested me. If they don't recommend them, then I wouldn't sign them.
Now that I've finished the first season of my new save, I'd like to check the player stats tables to see if there are players from relegated teams among the leaders. That way, I might have a better chance to sign them, since they'd otherwise be going down to the next lowest level. As always, I'd ask my scouts to assess them and recommend them before making any offers.

I would if I thought they were ok. After all the scout I'm using isn't what you'd call 'insightful', I'm not even sure he follows football , in fact I'm pretty sure my bloke's what I'd call 'blind'.
