Default u-18 brazilian question, i know the fifa rules but look at Pepe situation

i know the FIFA rules that explain why u-18 brasilian kids can't sign for teams outside brasil however Pepe from Porto came to Portugal with 17 years to Maritimo and then went to Porto. i know which exceptions can be made to make this situation in real life however as far as i know none of those situations happened to Pepe, so why did he signed for maritimo with 17 years old???
btw does anyone know if he can be called to Portuguese team?? because in 8.0.0 and in beta he wasnt able to play for Portugal.

Pepe joined Maritimo in 2001, before the Brazilian Under 18 ruling came into place.

At the age of 18, Pepe along with his friend Ezequias left Brazilian youth team Corinthians Alagoano and both signed for the B team of Portuguese Liga outfit CS MarĂ*timo,

From Wikipedia, which i know isn't reliable. But here it claims he was 18 when he made the move

and there's pato, actually too young to play for milan until sometime about now.

I'm not to sure abouth this, but I think portugal are exempt from Fifa's ruling.

that one was because they used situations that are the exceptions on these FIFA rules.

no we're not :p but we had the advantage of getting brasilian players and they would not count as foreign players and that was good because the league rules only allowed to play with 6 foreign players however that doesn't matter anymore in portuguese league because rules changed and now clubs can buy any amount of players from any country without restrictions.
