Yes. Aerobic training increases pace and acceleration.

If he is only 19 and has the pace of ten, i would say by time his stats boom will finish (24) it will be around the 13 or 14 mark. so with good training and heavy aerobic training i see no reason he cant get to 16 or 17 for pace, since i read on here somewhere that even after the P.A / C.A has taken full effect, the correct training can still increase statistics by up to 3 points
