You will need at least one scout with a very high rating in Judging Player Potential. Don't worry about reputation just make sure it > 15.
Then keep scouting, building up knowledge of the places you want to scout. I set up my searches for players under 22. This should get some good youngsters. The ones that are highly recommended should be scouted further to see if they have any issues like injury prowness, insconsitant performances or being a dirty player. It should also give you an indication of what level the player is or can rise to. Academy Players
Unless you have a youth academy the chance are that your youth players are going to be not that great. However use the player attributes as to guide you and make a not of any players tipped to do great things. Youth Coaches
Key here is the working with youngsters attribute needs to be high to get the most out of your players. I think this is more important than the coaching itself. If you can get a coach with high fitness and youth ratings then I use them on just the strength schedule. I want the players to get the most from strength training without ramping up the intensity. Don't play them until there ready
Leave them in the U18's to develop. Then when they get moved to the reserves due to age consider playing them for a few low pressure games if they are good. Mostly try to get them out on loan. Feeders are a good way to achieve this.
I would suggest 22 is the right time for players to develop. However still be cautious about how often you play them. Kids tend to suffer far worse from low morale that the more experienced players. Tutoring
I'll be honest I have tried to work out tutoring, but have not managed to get my head around the mental traits side of things. However do use it to pass on PPM's to your young players by using the learn from option in the player interation. If you ever work out the ment side let me know. Conclusion
I think developing youth talent is one of the best aspects of the game. It can be great watching a player you took a risk on come good.
