As Leroy said, likely conditions are that you are on a bad run and morale is low, also if some of your players have concerns or 'slight concerns' that the team has more potential or is underachieving. Then you should go to one of the older players with high influence, who is himself on a better than average morale, the team caption is the likely choice but not always. You will find the option "concern with underperformance..." in player interactions. If you can't find it for one player, try another old player, if you can't find it for all of the old players - the conditions haven't been met.
Calling team meeting is not the only way to improve morale, in fact sometimes team meetings have no effects if the person chosen has low influence. You can up each invidividual member's moral by praising/critising their recent performance. e.g In general, a "below par" comment works for a 7-7-7-6 or similar form, a 7-7-5 form should get a "disappointed" or "deeply upset". However this needs trial and error and different players react differently to praises and criticisms.
You can also use team talks. If morale are low, never go "expect or win" or "disappointing" or "angry". Go "you can win" "wish luck", "encourage", "pleased" "well done" "good effort". Also take the time to single out players with different morale and performance. e.g. a player with good morale generally reacts better to a single "disappointing" if his performance is below par at 1/2 time whereas saying "I have faith in your abilities" to a player who played well for the 1/2 half - e.g a rating of 8 will most likely boost his confidence and morale.
