I have a medium size database in my England Premiere League Only game, why does it fog out players from foreign countries.

Such as why cannot I not sign players from the Japanese national team? or generally any national team outside of Europe? Worldwide scouting almost always leads me to select only players from Europe Brazil or Argentina.

How can I fix this problem? Am I setting up my game wrong?

You have load up the players and countries if you want to see them. all i do is load up the leagues that i wanna play in and load up all players from which ever country i believe i should and that usually leads to me having access to virtually all players in the world. E.G if i load up portugal as playable it not only means that i can play as say Porto i also get all players form the portugese leagues whereas if i only loaded up additional players from portugal i would only be able to sign the players and use them in the team you are playing as.
