I think the problem there is that the job offers are based on the countries's reputation in terms of international football (which to be honest are pretty p;ss poor at the moment) rather than the reputation that the countries's FA would expect.

But how many times does this happen to someone without a British nationality? I've always had a much harder time receiving job offers, especially in the English leagues, because I play with my actual American nationality.
But, again, the point here is not job offers. It's whether or not reputation improves realistically in the game, and it clearly does not. There is no possible way that you would not gain at least a local reputation in real life if you were making headlines by taking a crap team to the top of the table for several years running.
At the very least, give me the credit I deserve. I could care less if it leads to job offers or not. My reputation surely needs to rise, for the sake of realism. Reputation and job offers don't need to be automatically linked. By saying that I want my reputation to rise, I'm not saying that I want job offers. I just want my damn reputation to increase properly. That's all.
There needs to be some sort of distinction between your 'National' reputation as a manager and your 'International' reputation.
Doing well in a league like Portugal (for example), should at least ensure you'll be 'linked' to other clubs in Portugal when the jobs become available.
But would any club board in Serie A, the Premiership or the Bundesliga be interested? Probably not.
The opposite should apply to: moderate success in a high reputation country should result in seemingly "big" offers from clubs in lower reputation countries.

Excellent point. Also, if you achieve success in a given division, you should receive offers from bigger clubs in that same division. But I have rarely had this happen in any saved game, dating back to CM97/98. I can only remember it happening in the top flight. If I'm managing in the lower leagues, the game simply will not offer me a job with another club in the same division, even if I've vastly overachieved at a small club and there is a bigger club with better reputation in my division.
