Well it appears being Latvia manager can produce rather random reputations.
I just find it annoying when my older players retire into better management jobs than I have. I think the reputation a manager has when they are achieving above expectations in their division would make it possible for a team from the lower half of the league above to be more inclined to offer you a job. I remember in previous editions it wasn't uncommon to be offered these jobs.

As Hogie says, most offers come from lower teams.
But this is reasonable, say Harrogate got promoted to league 2 but Sheffield Wednesday got relegated to the ECN which team would have the bigger and better reputation. Now if Wednesday were to offer the manager of Harrogate the manager's job at Hillsborough, it is likely that it would be accepted.
However had Wednesday remained in League 2 or gained promotion, the offer of a job to a Harrogate manager would be unlikely.
Which proves my previous post about reputation, he was one of the known managers in the Conference and League 2 because the team was being successful, but he's moved to a supposedly bigger club and a lot of people don't know about it - certainly outside of the West Country region.
In real life if a club does progress through leagues, quite often the manager of the club will get touted with clubs in leagues above. It is not unrealistic.
Going on your previous example I would have to say that if Wednesday had remained in the same division that, in real life, it would not seem unreasonable for the Harrogate manager to be offered the job.
