Yes. I would send the scouts to the countries I have selected. That's where the players will be, ergo the place to look. Be aware though, that the 5 basic countries are countries I can play in. e.g. St Kitts isnt playable as other countries are.
I have a game running atm. with this setup:
5 basic countries with full detail:
- China
- South Korea
- Germany
- Switzerland
- Chile
Added players from 5 countries:
- Cameroon
- Denmark
- French Guyana
- Japan
- Uganda
The randomness selected Arica in Chile as my team. Where it otherwise will bring me in the future, I have no idea. I like the idea that the team I could go to next, isnt your typical major club (besides clubs in Germany that is).
The 5 (or whatever number you want) basic countries will always give a full amount of players, but if you dont select countries you normally select, then there is an aspect to the playermaterial you dont usually get.

My approach to it was not to know what kind of playermaterial I could expect. If you load the players from the same league everytime, then where is the surprise? Where it the challenge when you know what to expect?
I dont say my way is the right way - I have played the same way as you, just with the danish league selected everytime. I just found it more challenging if I didnt know what to expect.
