I have some people in my squad who are touted as good players however I had a look on the editor and their potential ability was -9 which i would assume to be pretty poor however bojan from barcelona has -10 potential and he turns out amazing. So what is good potential ability
Negative numbers indicate where the figure is randomly generated, but within a specific range. -9 and -10 are very good, as they'll have random PA that is very high.
9 potential is a ranom potential level between 160-190. -10 is anywhere between 170-200 so the higher minus [lower?] numbers are good potential levels. does this help?
I dont check on the Editor but Ive heard there are players with 0 potential that means totally ramdom, is this is truth does this mean that if I know of a player who is amazing on one save and I start a new game and try to buy him young from the outset theres a posibility that he would be totally useless?

Yep. Like you said 0 is totally random, so he could have 1 PA or 200 PA in another new game.
