I have got two decent wingers and virtually each match they get the lowest stats and contribute not a lot in terms of assists. Their crosses complete ratio is poor too.
I have even got on loan a very decent winger and he is not much better.
What am I doing wrong?

I am playing them in a basic 4-4-2 in line with the midfielders with long farrows rather than in the AMR/AML position in front of th emidfield but just behind the forward line.
The rest of the team have decent passing stats for the division and I have played as wide as you can get plus Play down both Flanks on passing.
It looks like your wingers cannot complete crosses not because they do it bad but rather because there is nobody to get the cross and convert it into something.
Pesonally I find short arrows on wingers are better than long ones. With the long ones wingers play more like FCs than AM(RL). They face opposition D(RL) at their position and do not have much space. With short arrow the opposition FBs are either forced to step forward to meet your wingers, or they stay in their position giving your wingers time and space to make better decision.
If your wingers are good at dribbling, you can try to focus passing down both flanks and make them run with ball often, while cross ball mixed. They will be more involved then. And I do not think long passing style is of any help as your STs cannot win the ball and flick it to wingers or MCs. So maybe short-to-mixed passing with slow-to-normal tempo is better.
