I don't mean to blow my own trumpet, but there is only one tactic that has ever worked for me and its linked below. I can't be bothered to go into all the details, but I have been playing this game for a while now and I've only recently cracked a tactic that will work in FM2007. My recommended players for this tactic are listed as well.

I've done extremely well with Q.P.R, Aldershot Town, Tottenham, Leeds & Plymouth with this tactic. With Q.P.R I got them promoted to the prem within 3 season, and within 5 was a force in the champions league.
