I apologize if this has been asked a million times over already but I'll ask anyway.
I need some help trying to sign players. Basically i think I'm in need of a strategy. Or is it at all possible to get players close to their actual value. So any help would be gratefully appreciated..

Liverpool and i have £20m. I'm finding it almost impossible to buy someone unless i offer double or triple what they are actually worth. So, again, any tips would be appreciated.

Generally you can buy players for (roughly) what their value is if they are over 24-ish, and also if they are not a key player in the team they are playing for. Otherwise, teams usually ask for larger amounts because their players are good prospects for the future (young players) or are too important to the club.
There are two other ways to try and grab a player. The first is to unsettle him - praise him in the media and tell them you are interested in signing him. If you offer a reasonable value, the player COULD become unhappy and ask his manager to let him leave. This is a possibility, and probably the best way to go about it.
The second option is much longer and much tougher. You need to follow the players performances, and praise him when necessary. When/if your team plays against his, make media comments to the press about how he inspired his team. If you keep going for long enough, you might get on to his "favoured personnel" list, and then signing him should become easier - but the first option is much more efficient lol.

Cheers for that. I'll give it a go and sure we'll see how we get on. It all makes sense what you're saying anyway.
