Joao Moutinho is sometimes available right about on the 15M mark. Brilliant player. You could also try Miguel Veloso who's a DM on his profile but plays just as good as a CM. Might just be a little bit more expensive though at around 20M (release clause). Maybe Abou Diaby if Arsenal are actually willing to sell him to their beloved neighbours cheap? Look at Lucas (Liverpool) as well because they are generally happy to sell him cheap after the first season. Else just get Banega and although he might not be good enough to start right away in all games, he'll do fine against the smaller teams. Play him in all the FA Cup and CC matches and he'll be awesome after a season.
