Try Lyon from France. Great tranfer budget and a squad which, with a few key additions, can challenge for the CL from year 1.

On the plus side, there's an abundance of French talent, so you can easily create a mostly domestic all-conquering team. Plus the league will be a walk most of the time, and with 2 domestic cups you can give your youngsters plenty of playing time.
