Just because a team is sh!t doesn't make it lower league. This rule applies for International and club.
What you should be doing is taking on a role at a rubbish club and THEN land yourself an international management role. Once you have learned your trade.
Perhaps a rubbish club like River Plate may suit sirs needs?

Yes. Although some would perceive it as being an unrealistic appointment.
Yes, but many lower league managers in real life have been appointed the manager of many of the smaller (in terms of footballing prowess) countries of Asia and Africa.
Why, because there are two sides to this discussion. Whilst being unlikely, it is not unheard of for minor British managerrs to be appointed to such a role.
In recent times, the new Millwall first-team coach, Stephen Constantine, has managed the Indian national team without any experience at a high level club. Personally, I would say that in purely footballing terms, India are not a major nation.
