Well yes, but this isn't the perfect solution, since it would also affect their performances at club level.

As long as is it's not the players. Maybe that's why England stumbles, they are playing on grass.
I've seen England fail to qualify on a number of occasions in my games.
In some saves, they become the new super power though. Seems to be swings and roundabouts.
They've managed both in my game. Not qualified on 15 occasions for the World Cup, yet share the record number of wins with Argentina - who are the only side to have qualified each time.
I do like it when the Wheel of Regen Fortune lands on a small country. I've seen Leichtenstein get a fearsome attack in one save (they still couldn't defend, though) and Kyrgystan qualified for the World Cup in my current game.
