I've really hit a wall in my ability to improve the team, despite a record £29k transfer budget and £4.5k wage budget. Any player my scouts regard as "excellent" is completely uninterested in Elgin.
I had exactly the same problem when I took Berwick to the SPL....and unsurprisingly got relegated that season. It was almost impossible to find any half decent players who wanted to sign - not even players in the 1st or 2nd division that I tried to sign just before the transfer window shut.

Elgin City - Scottish Second Division
Balance is up to £700k. Wage budget is near £6k per week, and the transfer kitty is £110k. Elgin has at least come a long way financially. Still no training facilities improvement, though. Inexplicably managed to sign a talented young winger from Dundee Utd and a bunch of muppets for right full back. Hopefully one of the full backs will have some quality. The bookies tip us for promotion.
During the preseason, Elgin hosted... Parma? Apparently they were doing a Scottish tour this year. Being gracious hosts, we let them have a 0-1 victory. Had a great Challenge Cup - defeated past nuisance Ayr, and stunned Ross County with a 3-2 comeback in the semis before losing unjustly to Hamilton 0-1 in the final. Prize money? A lousy £10,000. I'm playing my U19s in next year's cup.
Finally made some notable sales. Elgin's early dominant play lead to many mid-season offers. Got £800k for a right winger and £1.6M from Kilmanrock for a good young striker, although half of the later was sent to Edinburgh City due to transfer clauses. Merry Christmas, Edinburgh. At least the board has now agreed to upgrade my facilities.
Elgin's form was consistently good, and they won the Second Division championship 8 points clear of Clyde. The whole team was excellent throughout the year. Elgin's star left winger was again its spark plug with a 7.91 rating, while my creative striker found a finishing touch with 33 goals.
