To a degree yes. Every Manager has a number of tactical attributes that defines how his teams play normally.
This includes a preferred formation, an attacking formation, a defensive formation, possibly a 2nd preffered formation and a stats on how the sliders are set up.
How much the team will deviate from this is determined by a number of factors, but the main indicator is the match odds, if you are a clear favourite then expect the other team to employ more defensive tactics against you. etc.
I currently believe that there is a bug here, as all teams play short passing, defensive counter attacking style.
I believe this is because the match engine is failing to read the 'Attacking' and 'Directness' attributes correctly.
I am not sure whether this degrades over the course of the first season or is like it from the start, and it just takes time for the scout reports and manager profiles half a season to register the change.
