River Plate in Argentina is generally considered one of the two best teams in the Argentine Premier League - Boca Juniors is the other. I would not consider that lower league.

(BTW, I fondly recall watching a televised match between River and Boca a few years ago. My wife was watching with me, and noticed, as I did, that as the rather rough play was unfolding on the pitch, there seemed to be a large fog bank drifting in over the stands at one end of the stadium. As it got closer to the pitch, she turned to me and asked, "Do they get fog like that in Argentina?" Suddenly, the referee started blowing his whistle rather violently, and both teams dashed off the pitch while pandemonium ensued in the stands. It wasn't fog. It was tear gas.)
