Well, I have two problems I would like to share with you in hope of finding a solution.
First off, I said that Cesc Fabregas should tutor Denilson, and Kolo Toure should tutor Håvard Nordtvedt. After a little while I got a news headline saying 'Trouble in Arsenal Camp". Turns out both Denilson and Nordtvedt dislikes their respectively tutors.
Second, I'm currently £1.8m under my current wagebudget. Pat Rice's contract is about to expire, and he demands £18k a week. I can only offer £10k a week. Now, why on earth would I only be able to offer £10k a week when I'm £1.8 MILLIONS under my wage budget!? I tried sacking the top earner in my staff, as I thought maybe there was a seperate budget for the staff. So I sacked First Team Coach Boro Primorac, who earns about £30k a week. No change at all. I could still only offer £10k a week to Pat Rice, who still demands £18k. Luckily I saved before sacking Primorac, so I could just reload the game again, but it seems like Pat Rice will leave due to this very, very strange situation.
Oh and also, is it just me or does 80% of every goal come frome a rebound from the goalkeeper?
Your first problem happens normally when both characters are to much different from each other.
I must say i don't use the tutor option much in 08, only for the recommended new youngster.
And i have about 75% success with them, so even with similar characters it doesn't work always but at least you have more chance.
Your second problem can be solved when you offer him a better squad status.
With that i mean let's say you offer him a rotation contract then the board will limit the wage.
If you offer him a squad player, or in worst case a indispensable player contract then the limit will be higher.
If this was the case already then there isn't much you can do unless asking your board to make more funds available for wages. (they almost never accept though)
Had to fix it with FM Modifier. Might be classed as cheating, but I find it utter unrealistic in the first place that I could only offer him £10k a week.

Oops, didn't read it well!
I would suggest releasing him and search for a new cheaper one.
No need to overpay when there are probably others who will work for less.
