I agree! Here's my training programme for youngsters:
14-18 year olds, they stay in the U-19's, the 17-18's get an occasional first team shot, especially in League Cup matches, friendlies, those sorts of matches. If I've won the title, any extra games go to the youngsters.
During their time in the U-19's, the are tutored based on their profile, obviously 'promising' players get first dibs, I also try to make sure that players whose playing styles are similar, I group them. Also, any special moves I want to pass on, I make sure those are passed on by tutoring.
Once they've hit 18-19, they get loaned out to my feeders. I will only loan out if I know they're going to play, I have a coach watch them, if they're mired in the reserves or U-19 squad, I pull them back. The really good ones, I offer to clubs for loan. Saivet went to PSV, Kroos went to Fulham, Aaron went to Gimnastic and Lulinha went to Parma. They all got first-team time, I was happy with those teams. Now they get first dibs on new players, including signing, loaning, that sort of thing.
After, they reach 20-21, I pull them back to Allianz, they make the first team, and then they ride the bench, I use them as subs. During League Cup, friendlies, and CL/UEFA Cup matches, any extra games (ie., we've made the knockout stages) they take starting spots in.
22 years old is when I make the decision to keep or not. By then, you'll know if they're any good or not, they're either playing first team ball or I move them on.
The average age of my squad is 25, while this seems fairly old, I've got many old players I use as tutors, including Ismael, Ze Roberto, Viduka and Paro.
Also, most important, I forgot to mention this, make sure your players have specialised youth training. I like emphasise physical training, but not too much. Young players are on light training overall, as they reach 17, I put them on medium training. Don't overtrain, that's the quickest way to hurt a young player!
And lastly, PRAISE, PRAISE, PRAISE, if your youngsters play a first team game, they get a 7 or better, I'm delighted in their praise.
