Okay so this time ive decided to start again and go strictly on the rules of LLM. My question is when is it acceptable for Vauxhall Motors to scout in say.. Central Europe?
What financial position must the club be in and in what league?
As a short guide follow Ian's SWYCT "Scout Where You Can Tour". As a British team scout Britain and Ireland as a starter. If you can manage to take them up to say at least Championship or Premier League then you might consider scouting Central Europe.

You have to ask yourself if a club like Vauxhall Motors, being small, poor, and semi-professional could afford to employ a full-time scout to look at Europe. And then, would any of those players even be interested in signing for you? I would say no to both. It's your game, and you can do as you like of course, but generally scout where the game lets you tour, or your borders (which in the case of England is the same thing). Beyond that, look to be a professional club, and I would think League 1 or Championship before you scouting Europe would be realistic.

And would the ones that were be good enough to get work permits? I think it depends on what edition of the game you're playing, but sometimes it's not as much of a "cheat" as it is a pointless waste of the scout's time that hurts your club.
You can sign a French player from day one, if he gets turned up by your scout who is working locally. What you're (presumably) asking though is when is it acceptable to scout France. I think the answer's in the posts above; it's probably ok, and remember, let you're conscience be your guide.
As the old yank bloke said if you send a scout to central Europe while managing in the Conference Regionals, you're not really going to successfully cheat, you are wasting your time.

That is a pretty fair call.
I only scout where i can tour in my game.
Do League One teams sign european players very often in real life??
