Try to be realistic. There are no hard and fast rules but sticking to similar numbers to other clubs would cover you.

As for 'who' to sign, my experience is that anyone you want won't come, take what you can get . Of course, with the caveat that they should speak the language of some of your players or you, and I suspect IRL you'd struggle to entice a South American to the UK for £20 per week.
