I'm halfly with Kov on this. It would be a valid thing to do if one had no scouts. Otherwise, it does sound like it can be used as a justification to skip the scouting players guideline.

If a player has a genuinely valid reason for doing it I wouldn't object though.

I sometimes do this for International matches when my team isn't playing. I'll watch, say, a World Cup Qualifier between a couple of African countries and see if anyone catches my eye. I even spotted a future signing this way (I did scout him before I bid, though).

Sorry, but the moment I find out that a decent number of managers are signing players based on highlights, I would agree with that. However, I do believe they watch the tape with whole match. Who cares for instance if a player made an assist, but then didn't do anything else on the pitch? And in highlights you only see the assist.
So IMHO, if you watch highlights, you need to scout a player. It could be allowed if you had no scout as Elrawkum said.
