About signing players

What about that Swedish zombie manager picking young nimble striker for England? Or does the rule not apply to national teams?

Then again he did ask the player's manager and coaches.

Swedish manager: I heard that you recently signed a young nimble striker. Should I pick him for England?
Arse manager: Why don't you watch him play next week or send one of your scouts?
Swedish manager: I can't. I've got a meeting with Sheik Al Smith in Dubai next week. Have you heard of him?
Arse manager: No I haven't. Anyway, the kid's not good enough for my team but he's definitely good enough for England.
Swedish manager: That settles it then. Thanks for your help.
