Seriously, he can see that a player can run very fast, or he has a good technique, or he gives plenty of good crosses.
I've always assumed that the fog of war makes sure that I can't see what I do not know ingame. All the attributes that are visible, are things that I could/should know as a manager, and can/may use when scouting myself for a specific type of player, or as tactical preparation for an important match.
